These forum was created by a group of students from croatia, so we have handouts on croatian language and noone plans to translate them in english cause its not necessary... You also have a subforum English only an lots of material in english language... I don't see where is the problem...

Most people on this forum are from Croatia, so the handouts are in Croatian. Agreeably, it would be helpful for the non-Croatian forum community to have handouts and similar stuff in English, but remeber that the forum is run by students who do this in their own free time. They have uploaded many books and programmes in English that everybody can download and use but they just don't have the time to translate as well.
The English-only subforum is pretty small compared to the Croatian subforums, but the parts you don't understand are mostly about our Croatian universities, or include ethical disscusions, or are just for fun. (So you're not missing out on much education here) The level of activity in the English section has jumped in the past few months, though, and everybody is generally welcome to stay (or become) an active member of the P-lab community.
In conclusion, I don't think anybody is going to start translating that which is already in Croatian. However, if somebody has usefull materials in English, I'm sure it would be great if they decided to share that with the rest of us. The forum isn't English-only but it definately welcomes international cooperation

Read the Iida's post, will you? The girl said it almost perfectly.
And as far as the handouts are concerned, they are mostly made by the students themselves. Students that are non-Croatians can make them as well and put them here then, no one stops them from doing that. It's other thing they don't do so.
So everything comes down to e-books. Which is also better than nothing, is it?

We would love to have higher quality of English section, but we don't have time at the moment to concentrate on that.
We did everything we could to help everyone, from unlimited upload space to technical specifications that go beyond most of forums like this one. Look at our wiki, nobody has this, not even original wikipedia, but there is no enough men power to do it with english.
I would love to see that somebody starts helping... Not only with suggestions, though we appreciate it a lot, but actual work. We've opened this site to cooperations as much as we could.

You could always try to learn Croatian. I want to learn a new language but I didn't know which one to try.
